The U. S. is pushing for a name change and funding cut for a UN aviation program that supports women's involvement in the industry. The program, currently called the Gender Equality Programme, is managed by the International Civil Aviation Organization (ICAO). The U. S. wants to rename it to the Empowerment Program for Women, arguing that the term "gender" is too ideological.

The U. S. also wants to ensure that no regular budgetary contributions are used for the program under its current name. The program aims to promote equality in the aviation sector, where most pilots and aerospace mechanics are male. The U. S. acknowledges the future need for highly trained professionals in the industry but opposes programs that grant preferences based on sex or other characteristics other than individual merit.

This move is part of a broader effort by the Trump administration to undo diversity initiatives. Earlier this year, President Trump issued an executive memorandum directing his administration to assess and undo diversity initiatives in aviation safety roles. The Federal Aviation Administration (FAA) also reinstated the "Notice to Airmen" term, reversing an earlier decision by former President Joe Biden to rename the acronym NOTAM to be more inclusive.

The U. S. argues that the name change is to focus on the needs and perspectives of women. However, critics may see this as an attempt to undermine diversity efforts in the aviation industry. The ICAO, which sets standards for everything from runways to seat belts, was created in 1944 to promote common air navigation systems among allies.

The U. S. is also nominating former Delta Air Lines pilot Jeffrey Anderson to serve as U. S. ambassador to the ICAO, a move opposed by a major airline pilots' union. The ICAO's triennial assembly starts on September 23, where these issues will likely be discussed.
