Politicians in the U. K. have more to lose if they don’t pass a budget. They could lose their jobs or even trigger new elections. In the U. S. , politicians might face consequences, but it’s not as immediate.

Finally, the U. S. has strict rules about spending money. If Congress doesn’t pass a budget, the government can’t spend money. The U. K. has a different rule. They can get money in advance, so they don’t have to shut down.

So, why does the U. S. keep shutting down? It’s because of how power is shared, how hard it is to pass a budget, the political risks, and the spending rules. Other countries don’t have these problems, so they don’t shut down.
